Because you say Waltr2 is not accessible, may I please ask you why you say 
this? The reason I am asking this, I was thinking about purchasing the app, as 
from my understanding, it was quite accessible with voiceover.  Although, I've 
never used the app.

Actually, Waltr2 and iMazing can transfer ringtones to an iPhone, but they 
are not free applications.
I haven't tested this lately, but it used to be super simple with iTunes, a 
simple copy and paste.
1. Connect your iPhone to the PC and open iTunes
2. Go to your iPhone button, activate it, then tab into the treeview which 
starts with "Summary" and go all the way down to Tones
3. Tab a few times until you are in the list of tones
4. If you already copied a ringtone to your clipboard just paste it in with 
Control + V, it will sync automatically and instantly. If you haven't copied 
a tone yet, just open an Explorer window, go to the folder where you have 
your ringtones, copy one to the clipboard, Alt + Tab back to iTunes and 
paste it in.
