First of all I would make sure he is on the latest 13.2 release, if he just bought a new iPhone it is highly unlikely that it has 13.2 installed on it, more likely he has 13.1.2. iOS 13.2 was only just released 10 days ago and there is no way a new phone which has most likely been sitting at an Apple Store or another store if that is where he bought it already would have 132 preinstalled. If he or she hasn't updated I am almost certain the phone is not running the latest update. If the problem persists I'd take it straight back to the Apple Store, it's a new phone and this is certainly not something I heard as being a wide spread issue.
