First of all I would make sure he is on the latest 13.2 release, if he just 
bought a new iPhone it is highly unlikely that it has 13.2 installed on it, 
more likely he has 13.1.2. iOS 13.2 was only just released 10 days ago and 
there is no way a new phone which has most likely been sitting at an Apple 
Store or another store if that is where he bought it already would have 132 
preinstalled. If he or she hasn't updated I am almost certain the phone is not 
running the latest update.
If the problem persists I'd take it straight back to the Apple Store, it's a 
new phone and this is certainly not something I heard as being a wide spread 
issue.

Hi folks 
 
A friend of mine has bought his iphone 11 last week and he is using the latest 
ios13.2 version that was preinstalled on his phone.
 
Whenever he stops using it, even when it is not locked and after a 30 seconds 
or a longer while he resumes using his phone, the voiceover sound is fading-in. 
So his phone is very weak in sound and gets gradually to the normal level he 
had set before.
 
Can anyone confirm or understand this behaviour or is this a setting?
