On my iPhone 8 with iOS 13.2 it is no problem, I can go to World Clock and it shows me the locations I have set up, then to Alarm, to Stop Watch, Timer and back to World Clock all works as expected. Not sure what to say here, maybe call Apple Accessibility and do a screen share so you can show them and see what they recommend.

I tried restarting Voiceover, as that usually fixes things when Voiceover doesn’t want to interact with an element, but that was no help this time, as well, re-starting the phone didn’t help either.
