The voiceover command is similar to the one you found. The differennce is that with voiceover you double tap and hold then swipe right to rename and DT.

I googled it and found directions for non VO users. It says to tap on the name of the file and then then start typing the new name. That won’t work with VO on. I can’t figure out how to do it. I used the actions menu by swiping up while VO focus is on the file, but I didn’t find any options to rename.
