I just placed my second Uber eats order, spurred on by wanting to hopefully 
answer your question: I ran into your situation when attempting an order from 
red lobster. When I went to another restaurant, the add to cart button was 
present in the bottom right corner. Therefore, I conclude that when a 
restaurant is closed or otherwise off-line, that the add to cart button won’t 
show.
