You should write to [email protected] about this. Rotor behaviour has become a bit better and more consistent in 13.2, but I think there is still room for further improvements.

Ok, one minor annoyance is I have to use the rotor to move to headings every time in Safari to move by headings. Prior to 13.2 VO remembered my setting and I could move by heading in safari without first have to use the rotor. Currently I run 13.2.3 and I really like iOS 13. I really like the preset/profile feature to have individual settings per app and they are automatically applied when that app is in the foreground. Apple squashed quite a few bugs in 13.2 and as I said iOS 13 now works fine for me.
