Yes, having the hearing aids paired to Bluetooth does make those features 
available, Anna.

Speech and Sound Channels options are only available and visible when you have 
an audio device connected to your iPHone, such as headphones. I would think 
having hearing aids connected would also make them available, but I don't know 
for sure.
