OK, so I didn't think through the question. My solution works if you only want the audio. Assuming you want the screen to continue functioning, you are probably looking at the parental controls under Screen Time. I really know nothing about how to set that up so someone can only use one app, though it is probably possible. I'd suggest calling Apple Accessibility since no one else has chimed in on this question. HTH,
