There is an app called MTSR, Multi-Track Sound Recorder. You can record on 4 different channels. Each channel has separate gain controls. You apparently have to set them for each recording. I do not know of one where you can set a DB level, but that doesn't mean they are not out there. MTSR is free with ads, or $.99 to remove adds and add more metronome features.
