Just in case, when you double tap and hold, it is a slide up, rather than a 
swipe.
If you break contact with the screen, which is what I think of as a swipe, who 
knows what happens.
But, if you just slide, you should find your Russian keyboard and then lift to 
make it your current keyboard.

Previously I was just able to double tap on next keyboard and it would cycle me 
through the different ones as I kept double tapping next keyboard. Now, 
however, since switching to iOS 13, it seems to only go between English and 
emoji, even though I have one other keyboard, my Russian one. Granted, I’m not 
using it a lot, but would like to get to it as easily as before. If I follow 
their suggestion by double tapping and holding, then swiping up, most of the 
time it put me into settings. Not sure what I am doing wrong. Thanks. I turned 
off slide to type, as I was not interested in that.
