Dear Esther & list: The iPhone has separate volume settings for •Phone •Media •Siri and •Voiceover.
With iOS 13 these levels nay e changed with Siri. Say hey Siri set all volume levels to 100% to set them all to their loudest or Hey Siri see void cover volume to 100%. =You can specify any percent volume desired, or as minimum maximum louder or softer PR[babbly voiceover got turned down.
