I checked and all those items are switched on. What I found is that I can play 
the song in iTunes on the pc but when I read the line of the title it says 
"needs iCloud upload". My pc is running itunes since early this morning and 
every now and then I hear that iTunes sound which gives me the suspician that 
it is doing something, so my question is whether you think it is loading music 
to the iCloud? Furthermore, must music first be loaded to iCloud before it can 
sync across devices. I thought that if the setting for syncing via wifi is on 
in iTunes that uploading to the iCloud is not necessary.

Check Settings > Music
I would make sure "Show Apple Music" is on and also "Sync Library", this last 
item has the following explanation:
Your purchased music, content you add from Apple Music or import to iTunes and 
changes you make to your library will sync across all your devices.
There is also an item for cellular data which I am not sure is on by default, 
but you may also want to turn this on, it says:
Use cellular date to update your library and download artwork.

Hello list
My iPhone 11 is on the same wifi network as my pc. On the pc iCloud syncing is 
on in itunes preferences. There is no itunes app on my iPhone so I do not know 
what this means and where to go to switch iCloud syncing on. I get this message 
when trying to play a song on the iphone. The song is in my itunes library on 
the pc. My iphone shows in itunes on the pc and wifi sync is on.
Can someone please suggest a solution as to where else is a setting for 
switching iCloud sync on?
