I'm not sure I'm getting your 90% success rate with mail focus and iOS 13.3.
It does seem to be much better but I'm still experiencing focus loss when
expanding and contracting message threads and also random jumps to the top
of the list when a new message comes in. I will be very glad when they get
this totally fixed because it makes reading email with the Mail app a major
pain.

Maybe a full restore and setting up as a new device is in order.
The mail focus issue is I would say 90% resolved for me and that seems to be
the consensus for most, it still happens a few times, but very rarely.
