Yes, it is called Sound Check, here is an article on Apple support:

On an iPhone this is found in Settings > Music under the Playback heading near 
the bottom.

I have a music question.  Naturally, when creating playlists that include music 
recorded at different times, volume is lost or gained depending on when a track 
may have been originally recorded.  Is there any way to set parameters which, 
when playing music allow the playlist to play at an automatically adjusted 
volume?  This may not be possible.  And I can live with the issue.  But I 
thought it was worth asking on this list anyway.  Thanks for any feedback, or,
