It lowers the volume of other audio when VoiceOver is speaking. It is on your rotor and you are maybe accidentally flicking on it; but in any case, if yu don't want it, make sure it is off, then go to the VoiceOver Settings, Rotor, and find it and assuming it says selected; double tap so it just says audio ducking without saying selected and that will remove it from the rotor so you won't have to deal with it again.
