So, if you want VoiceOver silent when flicking, did you try going to Accessibility, VoiceOver, Audio, Sound, and turning it off there? That seems to turn off all the sounds. Or, you can go through each sound setting in there and preview each one and then decide if you want to turn it off. The main ones you are maybe talking about are the ones with item in their name.
