That is most certainly correct. Since Apple stopped signing iOS 12 a long time ago, if you update, you will get 13.3. on any device newer than an iPhone 6.
Having said that, there might be a way to dig up the full operating system install file from the Internet Archive. But, that is way beyond my pay-grade, grin. I know someone found a lot of the Jaws Scripts from a page that was taken down. The Internet Archive is a nonprofit group that is trying to retain everything that appears on the web. So, they may have archived the Apple previous versions if one really wants to go through the work to avoid 13.3.
