Because when this bug first appeared, it was not possible to turn
VoiceOver off, then on again, so sighted assistance was required to do
that. Second, if one is a hearing aid user, a triple-tap of the HOME
button brings up a dialog that doesn't, or didn't, speak,offering the
choice of turning VoiceOver off or doing some other thing with hearing
aids which I forget just now how it's worded. In either case, that
dialog didn't speak either, so someone relying on VoiceOver was rendered
helpless without it. Third, Siri didn't do it either. VoiceOver was
entirely hosed until the phone was rebooted. If that's been fixed in
13.3, I can deal with whatever else there might still be, long as I have VO.

then back on. Why do you need sighted assistance to turn your iPhone off and
back on? Like I said since they have fix it in one of the last few updates I
have not had this issue.
