I'm sure there are multiple ways of doing this but two things come to my
mind. First, go into VoiceOver settings and turn autoducking on. This
will lower the volume of the media whenever VoiceOver is speaking.
Another thing you could do is place volume in voiceOver's roter and then
you can use the roter to get to the volume setting and then flick up or
down with one finger to adjust VoiceOver's volume independently of the
media. I'm just getting used to using an iPhone again full time, so I
hope this helps tide you over until someone more experienced has a a
chance to chime in.

Hello. I hope I’m writing this message in the message body and not in the
subject line like I did for my last few messages. I’m just getting the hang of
using email on my iPhone 7.
I recently started using Pandora, but I can’t figure out how to balance
voiceover with the music. The music is always louder and I can’t hear what my
choices are on the screen with voiceover. How do I accomplish this? Thanks for
any help.
