Lazarillo is worth a look at. It is free. It can provide turn-by-turn walking directions within the app or you can choose to use Google or Apple Maps for the walking directions. If you are navigating for a driver, it can launch Google or Apple Maps for those turn by turn directions. Lazarillo defaults to an exploration mode that begins immediately telling you about things around you. I find I turn that off first to then decide what I need from it.
