Those MobileApps might NOT be  available  on Apple's iOS13
&
My reasoning for sayin' so, is because I have encountered this when I activated a NEW iPhone11PRO & some of My MobileApps wouldn't completely DownLoad & Install, but these same MobileApps are Available on My MainDriver iOS device, My VZW iPhoneXS Max on iOS12.4.1

You could  try Callin' Apple's Accessibility Telephone Service
