Actually, Shortcuts is an app, not a setting now. Open the Shortcuts app, make sure the My Shortcuts tab at the bottom left is selected. At the bottom of the screen, find Create Shortcut. There will be a search box to find the app you want, etc. I wrote in Safari. Several options came up so I chose Go To URL. In there you can type in a URL and hit next, give it a name. When you are done, you will be able to say, "Hey Siri, name" whatever you named it and Safari will open to whatever URL you chose. Hth,
