What font size is being used? Is zoom on? Either large font sizes or having Zoom on can effect the functionality of the index.

There is apparently another way that, for me, works just as well. If you touch the very right edge of the screen, you should hear Voiceover say, Section Index, Adjustable. You may then flick up and down through the letters of the alphabet, and hopefully, your rotor will automatically adjust to a setting called Adjust Value. When I go to the right side of the page that has the letters from A to Z going down the page. I cannot use the flick gesture to go past the C. I can use the three finger swipe down to go from page to page but that of course does not tell me where I am on the page. I called Apple Voiceover desk and they escalated the issue.
