If you are in an email or on a website there is no “edit” button. I just had a look and for me Text Selection is definitely there in the rotor when I’m in an email, a text message etc. Did you make double sure it’s actually selected to be in the rotor in the first place? You need to go to Settings > Accessibility > Voiceover > Rotor, then find text selection and make sure it says “selected”.
