Carolyn, the first thing, take your phone out of the case.
2. locate a very tiny whole on the side of the phone. I don't know where it would be on the i11, however for an example, the iphone se sim card would be on the right edge as you're facing the phone. You'll need a paper clip to pop the tray with the sim card out. The paper clip, That's my preferred tool since it works well.note: the tray and the sim card both, are very tiny, so if you do happen to pop your sim card out I recomend doing it over something, so it won't get lost. if you have any questions just ask and good luck.

Sometimes, it takes a bit of time for the IMEI to show up as unlocked after it has been locked. It is worth sticking a sim in and seeing what happens if you have followed the process and are unlocked.

Speaking from personal experience, A T & T is absolutely wonderful when it comes to unlocking devices. I have unlocked many, many A T & T phones over the years and, in most cases, the unlock code is provided within 10 to 30 minutes of submitting the unlock request.

I've bought iPhones on buy/sell mailing lists and eBay and have always had good luck. I always make sure that the description states that it's unlocked or have the seller provide me with the IMEI so I can check compatibility/status on my carrier. If eBay, I can usually tell by the feedback and what else the seller has posted if it's an individual seller or it's someone who flips phones. A professional flipper is not going to burn themselves over one sale, so I'm less concerned about that. Small consolation now I know, but just something to keep in mind for the future.

Carriers to my knowledge are legally obligated to unlock a phone if it is no longer under contract and you should be able to find out which carrier has to do it. Here in Canada carriers can no longer sell phones locked to them, all phones have to be unlocked I think since December 1, 2018. This means of course you still find locked phones which people sell and which were locked before, but since then all new phones have to be unlocked.

I'd call Apple and see if they can tell from the the serial number, which they can get if they do a screen share with you. Otherwise you will have to find out what the carrier was, and possibly get the seller to give their permission to have it unlocked.
Sadly, it could be that the seller simply lied.
