Yes. It is called Activities. In the VoiceOver settings screen, you will find it just after Commands. Programming, seems to be the default. Read the description after the Programming button, then next is the Add Activity button. First though, you will want to go into the Rotor settings and add Activities to the rotor in case the automatic Activity doesn't work. You are supposed to be able to create a set of conditions that when a specific app is loaded, the settings change, but I have not explored this much. You can at least pick an activity with the rotor.
