Hi. I don't know which version of the Apple TV software this feature appeared, but it's in the latest version. Under Settings, General, Accessibility there is an option that's something like Accessibility Menu. Turn this on.
Now when you hold the small button below and to the left of the big one on the remote you'll be given several choices depending on where you are in the Apple TV. If you're not in the main menu the first option is to return to the main menu. Below this is two other options, turn VoiceOver on and off, and turn closed captioning on and off. If you've turned VoiceOver off and you want it back on press and hold the button below and to the left of the big button. If you're in the main menu VoiceOver is the first choice. If you're not there then return to main menu is the first choice. If you're not sure where you are then press the big button to select the first option in this menu, then repeat the above steps, and since VoiceOver is the first option in the list it will come on.
