This is one where I would make sure that under your messages settings it has 
both your phone and email as ways to contact you.
If that is the case, then call Apple Accessibility.

Subject: Verification code sent to my iPad alone

Good morning: When reentering my password or changing anything substantial on 
the iPhone, I often get a verification code, which I must then insert. 
Unfortunately, when I am working with my iPhone the verification code is only 
coming to my iPad. Sometimes I don't have that handy. Any help on how I can 
assure that the code comes to my phone as well?
I'm using the iPhone 8 with the latest update.
