The main difference is the A13 chip in the new SE and the A11 chip in the iPhone 8. So, if you are buying a new phone, and are fine with the size of the SE 2nd Generation; then I'd go with it. If you have a perfectly good iPhone 8, it is a personal choice if you want the newer chip. I do not know if the iPhone 8 records in stereo for videos, but apparently the new SE does. The picture processing might be better in the new SE as well, so I guess there are a few differences to consider.
