Hello Adam. I just had a brief poke around for a solution. Unfortunately, there's no toggle in VoiceOver settings for the screen curtain. Using Siri isn't an option since it seems to think you want to control curtains connected via the home kit. The only thought which occurs to me is going into the VoiceOver commands settings and changing the screen curtain gesture to some other gesture which isn't already used for something else and might be easier for her.
