How long do you have to hold down the power button when doing a forced reset?
Is that the last step in doing a forced reset or, do you have to also tap
something on the screen to finish the forced reset?

If all you want to do is to turn your phone off, just press the power button
and hold it until the "Power off" button appears, Voiceover will announce it,
then just double tap and that's it.

locked up or is not eresponding in any other way.

button for a couple of seconds. Then you will want to double tap on power off.
