You have to turn it on for it to work in the login window. In System preferences, go to Users and Groups. Select, login options, from the list of users at the bottom of the list, and then unlock the preferences. Near the middle of the login option pane, you’ll find an, Accessibility, button. There is a table on that screen in which you can enable the various accessibility options at the login window. Just select, VoiceOver, and check the box to have it available for you.
