I think he will get a faster resolution by calling Apple Accessibility.
They could do a screen share and tell exactly what is going on.
On my iPhone, the whole conversations are kept, including my messages to others.
But, my messages are in context of the conversation, so they don't just pop up 
when I begin a message in a given conversation.

He has restarted the iPad but this issue still exists. He has shown
