Kimberly, I suspect you're referring to the haptic feedback that was introduced with iOS 13.x as you swipe amongst various buttons and controls. In addition to hearing a fairly audible click, you get some tactile feedback. You can turn this off or change its intensity at Settings, Accessibility, Voiceover, Audio, Sounds and haptics, and Haptics where you can turn it off or Haptic intensity where you can change the intensity setting from 0% to 100%.
