I’ve never synced my contacts through iTunes- and know nothing about whether that is possible. However, if you want to sync your contacts through Outlook and iCloud, read this article:

Within that, you can check mark an option to sync your contacts. New contacts or edits to contacts I make in Outlook on the PC appear on the phone almost instantly. Likewise, contacts added or edited on the phone show up in the Outlook/iCloud/Contacts folder on the PC.
