If this is on an iPhone or iPad, if there is a folders back button in the upper left, tap on it until you get to the list of all folders. There is a recently deleted folder. It keeps them for 30 days. Touch the one you want to recover, flick down to Move note, double tap, go back to all folders and then pick the folder you want it in and double tap.
