If you have closed out all apps from the app switcher, rebooted the phone, and still are experiencing this, I would check two things. Make sure in the settings, Scanner that it has permission to use the camera. That probably isn't it. If not, delete the app, and redownload it. It works fine on my old SE, and only requires iOS 11.3 or later, so it should still work on the 5S.
