Or, under his cellular settings, is Music set to use cell data?

I have a friend that has a 10 r iPhone. He has just a data and talk plan and 
has no wifi at his home. I can say hey Siri play WNAX and it will play that 
radio station. When he tried to do that on his iPhone a message comes up to 
turn on data or wifi in settings. We have gone into his IPhone and data is turn 
on and wifi is turned off. So why does this message keep coming up and why does 
his iPhone not play any radio station when he asked Siri to play it. Like I 
said every time he asked Siri to play a radio station it brings up this message 
of turn on data or wifi. I know data is on because we check and he also can 
receive text message and phone calls with no issues. Any ideas?
