I just restored my iPad Air 3rd gen from an iPhone 7 iCloud backup iOS 13.5.1 
and, though it worked with initial data transfer, there was no option to 
complete the transfer directly from iPhone. Also, when the iCloud backup was 
complete, none of my folders of apps were there on the iPad, just the 
individual apps scattered over several pages. So, a puzzling mixed bag!
