Yes, but know that they only work on your phone and do not go with the photo if you share it, and they are only useful if VoiceOver is on. Having said that, Make sure the photo is selected, either do a two finger double tap and hold, or try a two finger triple tap. You will have an edit box in which to write your label. It works quite well for me.
