Hi,
Yes lately when you go into the app it acts as though something is refreshing very frequently so VoiceOver has some difficulty reading weather information. I did submit feedback from within the app to alert them to this issue. Please join me in doing so perhaps we can motivate them to fix this. Still even if one doesn't go into the app the alerts which appear in notification center do read fine from within that screen.
