Just go into the Hangout's settings and under the Google Voice
###-###-#### heading, toggle the "Incoming phone calls" option to "On."
You should also go into the notification settings for the Google Voice
app and set the Incoming calls sound to "None." This way you won't
experience double ringing when someone calls your Google Voice number.

On my iPhone I have a second number which is Google Voice. I have
noticed that the hangouts app or the Google Voice app do not cause my
phone to ring when I receive an incoming call on this number. I tried

I would like the number to ring in-app instead of my cell phone.
