The licenses are tied to your Apple ID in a very similar way that some media, such as audiobooks, are. Since you do have to sign in using your Apple ID, you shouldn't share apps with friends although you're welcome to use and reuse them on any devices you own. It's a brilliant licensing model if you think about it: it does protect the rights of developers while at the same time being a lot more transparent and user friendly than some other licensing schemes are.
