I use Outlook on both my computer and my phone and ipad and I didn’t have 
issues with outlook but I did have connectivity issues with my Microsoft office 
365 exchange email services.
So there was an issue at this time with m365  but not that I could say with 
outlook alone,

Remember that outlook is a local app on a computer unless you use outlook web 
application but the desktop  app should have worked fine if your email provider 
was working fine.
