Hi Shirley, You can get 50 GB of space on iCloud for a dollar a month, so that may be the easiest option. Otherwise, you can turn off Photos in your iCloud settings. That will stop them being stored in iCloud. There's also an iCloud Storage setting that lets you see how much data different apps are using and lets you see your backups.
