I can replicate this for Voicemail locking up the phone, or at least make it very difficult to get Voiceover back.
What I have had to do is to not open the voicemail, but flick down to share, send it as a text message to myself, then play it in the messages app. Unbelievable! That’s a lot of work for one voicemail!
