You can indeed create custom braille commands, Open the VoiceOver braille settings, and select More info on your braille device that is paired. You will have two options. Braille Commands and Forget device.
Guess which one you want, (grin.) They are subcategories in there and the commands you want I believe are there and either will already have braille keys assigned or you can choose to assign new braille keys. I use Space+dot 7 and s to invoke Siri. There may be one already defined, but that combination suits me.
