The Apple TV, is not really a TV. It is a box, that you can use VoiceOver to navigate, and if you want sound or picture you have to run a cable through a TV, or at the very least, an audio cable into a stereo. It makes things like Netflix, more accessible: The current version is already 3 years old. Rumor has it a new one will be out this fall. The Apple TV 4k from 2017 allows one to download apps, etc. You would want to do lots of investigations into exactly what services the programs you are interested in are on, and then figure out what equipment is best for accessing that.
