For example when on a log-in screen, I fill in my user and password then flick to the logon button and focus jumps back to the edit field where I entered my password. In order to focus on the logon button I had flick past it to the next element then flick back. Once I did that, focus stayed where I wanted it. I will be reporting this to Apple accessibility and hope others will too.
