Screen time monitors how long you use your phone and will send weekly reports as to which apps you used and for how long. I think it is a battery drain and would only be useful if someone was monitoring their children's use of their devices. Also, turn off raise to wake. Screen time is on the main settings screen. Raise to wake is under display and brightnesssettings.
